Broken counter at the bottom of a list of other working counters

I have a sidebar full of counters on this page: https://ontargettoledo.org/support/. However, the counter at the bottom always shows “0%.” (It should say 92%.) When I move that counter up higher in the list, it works and counts up to 92%, but when I bring it back to the bottom, it breaks again and shows “0%.” Can you please help?

Thanks for writing in!

Please add an extra section at the bottom of the page. The counters needs to bet at least within the 35% or middle of the page for the counters to be triggered.
