Breakpoint control not showing in Grid element

Hello. I’m watching the video tutorial at https://youtu.be/Q7XuYdxhuJY and it shows that there should be a breakpoint control for the layout of the grid based on screen sizes. See screenshot.

However, those controls are not showing up for me. See this screenshot from my page.

Also, how to I enable the panel on the far left-hand side that shows the higher-level controls as shown on this screenshot from the tutorial. I used to have this, but can’t see how to re-enable it.
