Having done so using Theme Forest, I didn’t bother transferring my files from my old computer because I assumed I could just download it again from Theme Forest. However when I log into my TF account, I do not see the option to download the theme. Thus, I have no access to the theme I purchased and I am looking for a way to redownload the files.

You can navigate to the Dashboard page:
https://theme.co/apex/dashboard
Then you will see the download link of X theme.
