Borders going past images

On my X website:

When you look at the site on mobile browsers (or even at 1/2 size) you will see the frames on the images half way down have borders that extend pass the images themselves, this glitch is only visible on mobile or smaller screens on my end.

Here is the CSS I’m using to create the border among other things:
.reduce-heading{
margin-top:-7%;
border:3px outset #B39700;
}

Here is a screen grab of the frame issue:

it appears to have somthing to do with the a tag on the image.
