How can I re-create the background blur effect like in the picture example here:

Thank you for reaching out to us. Did you mean image with transparent background? This can only be done by editing a picture in an image editor e.g Photoshop. You cannot make the background transparent using CSS. However you can set the same background color as the image’s background color of the column, this will give the illusion of a transparent background color.
If you already have image with transparent background then setting the background color of column should do the trick.

Can you please specify the page where you are having this issue? By seeing your screenshot, it shows the image is having a transparent background in that case following my colleague’s suggestion will work for you.
