Avoid a character set in the meta tag

Hi there - the Google Page Speed test says that this is an issue on my X site. Is this something that can be changed within the theme or is it something I need to do my end?

Hello There,

Thanks for writing in! To remove the character set from the head in your page, since you have your child theme active and ready, please follow the following steps below:
1] Using Notepad or TextEdit or Sublime Text or any text editor, please create a new file in your local machine.
2] Insert the following code into that new file

// VIEWS/GLOBAL/_META.PHP
// -----------------------------------------------------------------------------
// Outputs meta data into the <head> of the site.
// =============================================================================

?>


<meta name="viewport" content="width=device-width, initial-scale=1.0">
<title><?php wp_title( '' ); ?></title>
<link rel="pingback" href="<?php bloginfo( 'pingback_url' ); ?>">

3] Save the file named as _meta.php
4] Upload this file to your server in the child theme’s folder wp-content/themes/x-child/framework/views/global/
