Is there a way to make the bar or menu close in when not hovered over with mouse?

It seems that you have set the margin 50px from all the coordinates of the link.
I would suggest you go to the Navigation element —>Select the Top link —>Set the margin as per your design. Please have a look at the given screenshots below.

I mean can the entire bar hide when a user doesn’t hover the mouse over it. I don’t want to change the size of it. I want it not on the screen unless its selected.

There’s no option to do that and to make that happened will require customization. Regretfully, customization is outside the scope of our theme support. You may seek 3rd party developers to help you with your problems or you can avail One where we can answer questions outside of the features of our theme.
