Is there any way to assign a Pro Header or Pro Footer to a url wildcard rather than selecting individual pages?

No, unfortunately, but there is a workaround that you can use. You can use the WordPress Conditional Tags to assign the header to bunch of pages with the same characteristics. Here is a good article regarding the case:
