Another X site doesn't work with Wordpress 5

Both of my sites have had significant issues since upgrading to wordpress 5.

The 2nd one to pop up is that I now can’t activate any new plugins, or save settings in plugins, while X is active.

Once I activate another theme, I can add plugins and save settings.

I’ve tried adding multiple plugins, including those bundled with X.

I’ve tried disabling all other plugins. I still have the same problem, unless I activate another theme.

The plugin I’m trying to save settings with is “Insert Header and Footer”
