My client is interested in using an animated text decoration similar to the ‘circle me’ effect under the Highlighted Headlines section here:

Animated Headline: Create Headlines That Grab Your Visitor Attention

Is this possible with Pro? or could you recommend a complimentary plugin which could achieve this?

Thanks for reaching out.
There is no such animation option available, but you can try the Effect Module for the animations. I would suggest you go through the video explaining the Effect Module especially from the 34th minute of the video.
