Just thought I would ask your thoughts on setting this up. Its about the navigation bar in the picture. I have set that one up in a widget. But I have 50 pages, one for each USA state and every page will require a different navigation bar. I dont really want to make up 50 widgets and then I would need 50 sidebars for the different widgets. So if you can think of an easier way to do this please let me know, thanks

Regretfully, none of the products we currently provide could display a widget based on condition. You might want to use the Widget Logic plugin https://wordpress.org/plugins/widget-logic/
