Advice on the best way to build this layout

Looking for advice on the best way to build this. I have started using section separators but i am wondering if i should be using SVG sections as the Z-index layering is getting a bit complicated. In my head it is 4 sections with section separators and the use of negative margins to slip sections under each other but that is proving to be difficult. I have watched the theme.co YouTube series on separators but it is 4 years old and SVGs look like they would work but i was wondering if i should use effects masks instead.
Any advice is much appreciated

Although, it is beyond the scope of our Theme Support, still I would suggest you use the Grid element for this.
