I wish to deactivate for the front users them , is that code would be working with the X theme ?

Thanks for writing in.

Yes, you can add it to your active child theme. It will deregister that CSS stylesheet for normal users, it will still be displayed for admin. It’s part of the core and some plugin or themes may use it, especially the icons. Doing that may affect them when viewed by normal users.
