On the front end pages of my site, Marylandaccident.com, the admin bar never appears. We have disabled all plugins and we have also disabled the child theme to test. However, it still will not appear. Can you offer suggestion on why admin bar will not appear on the front end?

Admin bar is not part of our theme and it is a native WordPress option. You can test that by changing our theme to the default WordPress theme and you will see that the admin bar will not be there also.
You need to go to WordPress Dashboard > Users > Your Profile and enable the Admin Bar which is called Toolbar in WordPress:
Having said that, if you are interested in having the Admin Toolbar while using the Cornerstone or the Pro Builder then you will need to go to X > Theme Options > The settings icon in the left below Corners > Preferences and turn it on:
