Adding jQuery Preloader

Problem:

So, I would like to add https://github.com/niklausgerber/PreLoadMe to my pages.

It’s a preloader, but I’m not sure where to place it.

Right now, the code below only works in the column it is placed in. But I would like it to affect the entire page and not just where I place it. Is there an action I can use to do so? it should cover headers and footers as well.

It’s because of the relative position of other elements. You should add your code outside any container, like wp_footer. Please check this https://codex.wordpress.org/Plugin_API/Action_Reference/wp_footer
