Adding code for cookiebot

I am trying to add that before my </head. tag for gdpr reassons but there is nothing in the header.php page, where should I be adding this?

To resolve your issue, please install “Insert Headers and Footers” plugin (https://wordpress.org/plugins/insert-headers-and-footers/). Once installed, please go to Settings > Insert Headers and Footers and insert the code in “Scripts in Header” section.
