Adding an image as bottom border

How can I add an image below the widget title as indicated in the attached image? Please advise. Thank you.

Thank you for writing in, unfortunately, there is no option to do that but via custom CSS. Please see the CSS property border-image.

You can find the proper CSS code selector using the Chrome browser Developer Toolbar
For the CSS code itself, I suggest that you get started with this tutorial
