Adding a transparent rectangle layer on top of a page background?

Is there an easy way to add a transparent rectangular layer on top of a page background, but behind the page’s content, to provide a better contrast between the content and the background?

I tried making the layer to the background in photoshop and uploading that background image, but couldn’t get the size of the layer to scale well on different devices and screen sizes.

If you are looking for something similar to the screenshot below,

Then you can do it with the cornerstone background color instead of an image.
Select the section or row and fill the color you want with transparent value.
