Adding a page title and header to the Portfolio Index

I would like to be able to add a page title or actually A Section to the top of the page for portfolio items. Specifically the index of them here: https://dcgstrategies.com/testimonial/. Ultimately I would like to do this with the blog as well but figured with the help here I can do the same to the blog myself.
