Adding A background image to a page and section in a page . I can see the words (BACKGROUND LOWER LAYER / BACKGROUND UPPER LAYER- then looks like its clickable but its not I check 2 of my sites and the same thing no image or color options avail. how can i fix this. I tried section , row ,column all same thing.

Thanks for the vey detailed post information. This should not be the case. You should be seeing like this:
It could be that the advance mode is not turn ON. Please go to X > Settings > Permissions > User Preferences > Advanced Mode and set it to “Always Turn ON”.
