Add gradient over background image

It is possible to have a lower and upper background layer, but is it possible for one of these layers to have a gradient?

There is no such option to add gradient background color in the element but you can add gradient image in lower or upper layer.
If you want to use gradient color instead of image, there you can use element CSS for that. You can add custom CSS code for gradient background.
