Add global block in top of every page of the site

I need to insert a global block in the most top of every page BUT after the header… I need to have a 30px height message that scroll with the page… header retains sticked but content have to be before any other page content (including before sliders)

is this posible?

This is possible if you are using Pro because Pro have a header Builder where you can create this type of structures but this would require customization if you are using X theme. Regretfully, customization is outside the scope of our theme support. You may seek 3rd party developers to help you with your problems or you can avail One where we can answer questions outside of the features of our theme.
