The tan color overlay on the introduction section is the Section’s background-color, not Row. To remove that background-color please inspect the Section and set the background-type to none (the Ø symbol). Or select the background-type color and set it to transparent.
Regarding the upper and lower layer background that is available on the V2 Section, Row, and Columns. Basically, It is a 2 background that is on top of each other. Here’s an example of a use case of this:
Notice this section with a dark image background, there is a headline element in it but you can barely see it because it is a dark text on a dark background.
So to solve this it’s either I change the text color to a light or put an overlay light color in the background image. But changing the text color is not an option for me because I like the dark text. So that is going to leave me with the second option, adding an overlay color to the background-image. Before the designers do this by editing the image on a photo editor (e.g. Photoshop) and then re-uploading to the site.
But now with the upper layer background option, you can add an overlay to your image background without editing it and re-uploading to the site.
And that is only a simple scenario, you can utilize it in any other way possible.
