Accessing wp_head() function

Hi. In order to activate Google Consent Mode I need to follow the below instructions and add some script to my wp_head function. I am not sure how to access this through the wordpress dashboard for Theme X. Can you please advise?

You can add the JavaScript code using the following plugin, or else you can add the code to a function and call on the wp_head action hook in your child theme.
