Thank you for writing in, regretfully that effect is not possible out of the box. But you can do something like this with Cornerstone instead.(http://demo.theme.co/ethos-2/ (see the “My Work” section)
To do that turn on your Section’s background-image Parallax option (https://prnt.sc/fu6dh6)
Then on your Column where the text is placed, enable the Fade Effect option (https://prnt.sc/fu6du0).

In the background image the width is constant and not responsive.

Background-image is actually responsive, it is responsive in a way that it keeps its width/height ratio so it won’t look squash and/or stretch.
Yes it is possible but its not a good idea to force a background-image to look fit to its container.

The cover is the default behavior, background-image is to be scale as large as possible (while maintaining its width/height ration) so that the background area is completely covered by the background image. But some parts of the background image may not be in view within the background positioning area.
The one that you’re trying to do with the background-image is the 100% 100% value, see how the image being stretch.
