I created a user admin account for the client and they cant see the featured image option in the blog editor section.
I can see in the dashboard in my account but they can not add a featured image to the blog post its just not there, Its like its turned off for them. How can i turn this on for them ?

You should make sure his account has full-capability. Please install any user role editor plugin and toggle on all the capabilities for the admin. I recommend checking the plugin’s documentation for further information on how to use it.

Can you recommend a safe plugin?, This should be part of the framework of this theme I think.

The role and capability is part of Wordpress itself and it’s not a framework, re-inventing it within the theme has no use. What the theme does is just check the capability if allowed by Wordpress, if it’s not allowed then the theme will not display it. A theme framework should function just as a framework and not a plugin 
And since role and capabilities are an existing feature, you’ll just need to edit it with role editor plugins. Unfortunately, I can’t recommend either. Plus, the missing featured image meta box isn’t part of the theme, it’s Wordpress default feature. The theme only displays the image on the front page.
You may also provide your site’s URL and admin login credentials in the secure note and I’ll check it. But I can’t promise any solution since this issue isn’t part of the theme. Please provide them in the secure note.
