Thanks for writing in.
First, You could try testing for a plugin conflict. You can do this by deactivating all third party plugins, and seeing if the problem remains. If it’s fixed, you’ll know a plugin caused the problem, and you can narrow down which one by reactivating them one at a time.

MischiefIncParticipantIt doesn’t even look like the file exists in the WooCommerce install that I did through X Theme. Does X Theme allow for these kinds of banners?

Would you mind providing us with login credentials so we can take a closer look on your settings? To do this, you can make a post with the following info:
– Link to your site
– WordPress Admin username / passwordPlease note that we don’t have control on how third party plugin works. Integration question should always be directed the plugin developers. Thank you for the credentials. It is there when I checked at the bottom of your page. See this:http://screencast-o-matic.com/watch/cDXUfKQQHN. Regarding it’s position, please check in with the plugin developer. There’s no CSS attached to it that will control it’s position that’s why it is at the bottom.
