Where i can setting to have scrollbar again?

I checked your other pages and the scrollbar works fine see here http://www.amei.med.br/2016/08/12/hello-world/ I also checked your homepage and it seems like you’re using an iframe that is conflicting with the theme. Regretfully, we cannot provide support for third party scripts as our support policy in the sidebar states due to the fact that there is simply no way to account for all of the potential variables at play when using another developer’s plugin or script. Because of this, any questions you have regarding setup, integration, or troubleshooting any piece of functionality that is not native to X will need to be directed to the original developer.

I have only to plugins installed: Slider Revolution and Cornerstone. Where i can check in settings if scrollbar is enable?

There are no settings for the scrollbar, I checked your homepage and it looks like you are using an iframe on that page which could be hiding the scrollbar on homepage. Your other pages show scrollbar correctly see here http://www.amei.med.br/2016/08/
Please try removing the iframe from the homepage and check the site again.
