Hello,
Is there any way to have two levels of footer widgets.
The first level would have a widget that stretches across the entire page – instagram slider with multiple images.
The second level would have three widgets, contact, txt, and image.
Is this possible?

X has four widget areas and each footer widget area could have multiple widgets.What you’re trying to achieve isn’t a feature offered by X. It could be possible with custom development, but this would be outside the scope of support we can offer. You may wish to consult a developer to assist you with this. X is quite extensible with child themes, so there are plenty of possibilities.
