Howdy Xers! I am trying to create a fixed position top border mirror to the footer found here, but without the soc med icons.

The problem is that the remaining sections scroll on top of the white border. I have tried z-indexing, but with no luck. Can you please help me figure out how to make this happen?
Right now, you will probably see the border created by the Morph menu. imagine that isn’t there 🙂
