    Before I recreate the wheel, is there an existing shortcode that would achieve something like the image I attached?

    Text at the top, with a rgba color background with opacity set to less than 1.
    Learn more CTA at the bottom.

    Hi There,

    Regretfully there is no element on Cornerstone that works like that. However, It could be possible with custom CSS.
