I noticed when I changed my permalinks on all my portfolio posts the seo title did not change. When I view source the page has the old titles still there. Am I doing something wrong? Thanks!

I checked and seems to be okay unless I misunderstand the issue. Are you referring to portfolio slug in customizer? Would you mind providing a video recording?
All SEO titles are working fine and it’s not replated to permalinks.

Thanks for clarifying. This isn’t an issue at all. Though you have change the post title, you have forgotten that you installed Yoast SEO plugin and when this plugin is active, it takes control on the page title. You have to edit the SEO page details as well to be able to resolve your issue. Please check out my screenshot:
