Please compare lato demo here https://fonts.google.com/specimen/Lato?selection.family=Lato with screen shot. I set font-transform to none to let you compare letter by letter.Hope it helps.

Please add this on your child theme’s style.css file first.
@import url('https://fonts.googleapis.com/css?family=Lato:100,100i,300,300i,400');Then use the code Rad’s above to adjust the footer font-weight. You can set that to 100 to see if it really works.
Make sure to clear your browser’s cache.
