Thanks for updating this thread! You have experienced this issue because you have implemented the one page navigation incorrectly. You are supposed to have two separate menus. One menu for your primary menu wherein the menu items should have a link pointing to, like this:
http://www.your-domain.com/#contactand your second menu will be exclusively used for one page navigation menu and the link should only have like this:#contact.To know more about how to implement one page navigation, please check it here: https://community.theme.co/kb/how-to-setup-one-page-navigation/

It’s because from the home page, it doesn’t need to load the page. It will just scroll, so if you’re on outside page and link back to home page, it will then, of course, load the page instead of scroll.
One page is meant to be a single page linking to its own and by scrolling. It’s not setup for linking back and forth to different pages.

I was just showing you, I have logoglo etup exactly the same as http://486.408.myftpupload.com/ yet th eissue remains on http://486.408.myftpupload.com/.

Thanks for updating. It’s because you are not doing it right. You should assign the ID (#contact) to the section NOT to a div inside the section. If you set the ID to the section, you will get the proper positioning.

logogloParticipantOk, I removed the container band that had the ID, and I placed it in the column that contains the contact form (I couldn’t assign it to the content band)
And its still doing it.
Also, it would appear that the mobile menu is not functioning properly, can you check that out too.

I have tested your site on mobile. The menu is working perfect. The ID is properly placed as well. When you click on the contact menu item, it will scroll down to the correct section. Please try to clear your browser’s cache or use Chrome’s incognito mode and test your site again. You can also use Safari mobile’s private browsing mode in testing your site.
Please let us know how it goes.

logogloParticipantWhen you go to a page, then click contact us, it scrolls down, but scrolls too far, and shows half of the contact form instead of scrolling to the top where it says CONTACT US.

Thanks for clarifying and I appreciate your patience. It’s happening because you have assigned the ID contact to the column but you are supposed to add this to the section. Kindly select the section and assign the ID there to get expected result.
