In order for the footer widgets to be displayed in the frontend, you will need to enable them in Appearance > Customize > Footer > Footer Widget Areas.

Thanks for the clarifications! The contents of the footer widgets will be saved and stored in the database. You can change the contents of the footer widgets in Appearance > Widgets and find the Footer widget 3.
