I’ve been reading up on some other topics on how to enable parallax on small screens and on mobile devices (see: https://community.theme.co/forums/topic/parallax-on-mobile-ipad/) but none of the past solutions seem to be working for my website.
I notice that even on my laptop, which has a 12 inch display and wouldn’t consider it a “mobile device,” the website resorts to disabling parallax.
I’m aware of the performance issues but I think this is a vital aspect of the design I’m working with. How can I override to enable parallax to work across all platforms?

Thanks for writing in! 12 inch laptop is not considered as mobile device by any means and you should get same feature as desktop unless your screen resolution is less than 980px. Is it a touch enabled hybrid device? You will find some thread to enable parallax for mobile device as it’s not usually possible.

Yes it does have touch capability. Is there any verifiable tweak? The steps from the threads I’ve tried don’t seem to have any effect.

Unfortunately if there a touch screen WordPress will interpret as a mobile device.
I hope there is a workaround for that in the future considering the growing amount of touch devices.
