I have tried to inspect the code through the console but I could only see the css file loaded once. Would you mind mentioning where you go the notice that it is loaded twice?

I am also found one time in website view source. But I am getting this message from GTmetix speed test give the suggestion. That’s way I request you.

It is loaded only once. What you see in GTmetrix is a suggestion to remove query strings like the file version in the URL ?ver=4.5.2 or any string that is after ?. To remove that, you will need an optimization plugin that removes query strings like https://wordpress.org/plugins/remove-query-strings-from-static-resources/

Please take note though that optimization plugin might cause issues and we do not have support for that. With that said, if you’re not familiar with optimization tools, please hire a professional WordPress optimizer.
