Cornerstone will not let me drop an element where I want on the page. It will not scroll to the area. It stops on the boundaries of what the web browser is currently showing. Issue is the same for Chrome and Firefox.
I’l on latest version of WP.

Would you mind providing us with login credentials so we can take a closer look? To do this, you can make a post with the following info:
– Link to your site
– WordPress Admin username / password

I tested your Cornerstone and it works fine. I recommend using your mouse scroll button to drag the elements around it is very helpful when you have long pages and want to drag an element from the top to bottom.
Let us know how it goes and provide your video if you find necessary.

They are different products and work differently. I will pass your suggestion to our development team but that is not the way Cornerstone works at the moment.
You need to use your mouse scroll button – Please see image attached I have highlighted it with a red circle.
By using this button you will be able to scroll up and down while holding an element.
