CornvertPlug has settings that can disable it on mobile, though, I can’t confirm that without checking it. Please provide the requested login credentials.
I also checked my copy and popup works on mobile, inline or not.

It’s not appearing on mobile, even on a simulator. Though, I can’t provide any recommendation just based on the front.
But popup works on my copy/installation, hence, it’s not a bug.

Yes, if you’re on MAC, you can use X Code’s simulator and safari. Though, since it’s live, you should clone your site into staging/testing and do the changes there.
I won’t touch live site too.

Personally, I won’t display popup on mobile too. I myself don’t like popups on mobile, if there is no other choice, I will prefer to have a floating small button (icon that says free) then when clicked, it will scroll to the section where an opt-in form is.
In short, have a call to action but not hindering user’s view while respecting user’s consent to signup 🙂
