    I have created a child theme and customized the wp-comment file. Most of the customization shows up, except for the content entered in ‘comment notes before’. It doesn’t seem to matter what content I have there.

    I have just checked the link you have attached and the comment notes area seems to be displayed on the page. See screenshot attached.
