I have seen this functionality on with X theme’s single-page design option, but is it possible to do inline links?
With a very long page, I’d like to link to an anchor tag below with a text link at the top. But is it possible with X to do so without reloading the page? It would be cool with scroll effect similar to the single-page site design.

You can give an ID to each section and after link it to the ID.
For example if you give your section the ID: my-section
your link will connected to #my-section
If you are using this links on the main navbar you should also click Edit Page on your Top WordPress Admin Bar and scroll down until you find One Page Navigation menu option and select your Menu, that way your items will change color while you scroll down the page.
