add multiple sections to the page, each section having 1 row
or
have a single section, but having multiple rows.I was curious if there was an advantage of using one method over the other.

It depends on your development style and to an extent project requirement. You can build the layout of the page in one single section and that’s totally fine. However, in my view that approach won’t give you better control over your overall page layout. Ideally, what you would like to do is encapsulate complementary elements into one section and so on.
