You can use a navbar left and add links to your top bar to add have the top menu like the link above.
You can find everything on Appereance > Customizer > Custom > Header.

marneweinParticipantIt is up and running but I have been changing stacks around.
I just want to know if the example I gave above is possible. A topbar that spans both a left-side nav and content area.

Yes Topbar should be spanned left to right in 100% width. You can place the content within Customize > Header > Topbar Content
