Site wide notice?

Hi Team,

Can you please advise the best add on or method to add a site wide notice to a restaurant website?

We need something to either popup on each page or display and then slide away automatically to let users know the restaurant is closed for the season. This would be on the homepage, blog page and assorted other cornerstone pages too. Can you point us in the right direction please.
