Hi.

I’d like to create a permanent full width sub menu exactly as in the example here: https://www.startups.com/education

Any idea how that can be achieved?

I think you can take a look at Ubermenu plugin that comes bundled with X and Pro Theme. Ubermenu can be installed from X/Pro > Validation > Extensions.
