Just downloaded X Theme for my blog site. I downloaded it using my current account. I use X Theme on another site. I only have one license number listed and that’s for the other site. Do I need to purchase another license separate from the theme download?

Each license is for a single installation. So if you already installed and validated the theme for an installation then you need to purchase another license for other installations.
But please consider that each license also has a place on the staging website. So you can follow the same process of validation for your staging website if you are developing something:
