I’d like to create a padded info box with raw content, that is activated when I hover over a link/button.

Something similar to a Popup Modal (http://demos.inspirationalpixels.com/popup-modal/).

I tried using the new modal element, but it creates a mobile hamburger menu - not what I’m after.

How and what elements can I use to create this?

I suggest you to use ConvertPlus plugin to create popup elements. After that you need to add class name on your button for ex popup-lightbox-button. Then you need to add the same class name under the Behaviour > Manual Display > Launch With CSS Class.
