I’m trying to identify if there is a way to have a button constantly on bottom of the screen that floats with the user as they scroll. Similar to how on some sites there is a persistent “live chat” icon. I thought there was, but I can’t find it in Cornerstone

I suggest that you consider using the ConvertPlus plugin which you can add any forms including a button with the specifics you mentioned.
