When scrolling in the Portfolio section (Games menu option) and hovering over the various portfolio items using the mouse wheel will become unresponsive in chrome. Not an issue in Firefox.

Thank you for writing in but sorry I can’t replicate the issue on my end, I’m using Google Chrome (67.0.3396.99) please clarify how we can replicate the issue.
In the meantime, try viewing your page in Chrome’s incognito mode where there is no Caching and Add-ons involve, check if the issue is still happening, if its not then you know its either caching or one of your Add-ons.

I’m on the same version number and was able to replicate it in incognito mode. The easiest way to replicate it is use the scroll wheel on your mouse and have the mouse pointer hovering over the list of projects on the right. It will eventually lock the screen into place either half way down or when you attempt to scroll back up after hitting the bottom. I

I tried, but still I can’t replicate the issue, I even ask my colleague but neither him can replicate the issue.
Can you try on a different computer/laptop? Maybe this issue is only specific to the type computer/laptop you have.
