Licensing and multisite

Ok we have a new multisite for a client. Mostly still in development. We made the main site and it activated just fine. We then proceeded create the subsites. No content yet just named them to prep for import. Before we imported I made an additional subsite named dev. I have successfully activated X on the sites for import and for the mail site however for the life of me I can not seem to activate the dev site.

Currently the error I get is:

We've checked the code, but it doesn't appear to be an Cornerstone purchase code or Themeco license. Please double check the code and try again.

I have even tried to license it with its own license.

Thank you for writing in, please make sure you properly associated your dev site to the correct license in your licenses page, try deleting and adding it again.

If the issue persists, please provide us login credentials in a secure note so we can take a closer look.
